Bylaws

    (d) List of Committees
    (2) Bylaws Committee. The purpose of this committee is to consider
    amendments to these Bylaws and to make written report to the Executive
    Committee each year by April first. The Bylaws Committee shall consist of no
    more than five members, including the Chairperson and any ex-officio members.

Operational Guidelines

To give our organization the greatest flexibility and freedom to act within its objectives, Bylaws should be made or amended in a way that is no more restrictive or specific than necessary. 

The Bylaws Committee, a standing committee under Article VII, Section 3(d)(2) of our Bylaws, is normally appointed at the beginning of each administration for one year. The membership of the Committee consists of no more than five members of the conference including the chair and any ex-officio members. 

It is the duty of the Bylaws Committee to receive and consider additions, deletions or changes to the Conference’s Bylaws from the members of the committee, the general membership or any other committee. Notwithstanding Article XI, Section 1, the Executive Committee has determined that proposed amendments should first be considered by the Bylaws Committee prior to Executive Committee action. Prior to April first, the Bylaws Committee shall submit written recommendations on all suggestions to the Executive Committee pursuant to Article XI, Section 1. The text of any proposed amendment, accompanied by an explanation for the change, shall be included in the call for the Annual Meeting. 

The President or presiding Officer shall conduct the voting on the Bylaws Committee report during the Annual Meeting. 

The Bylaws Committee shall determine the appropriate Bylaws number for any amendment submitted without one. 

Any unfinished business of a Bylaws Committee should be reported to the newly appointed committee
